Global employment relations structure in professional football

On 14 December 2022, the World Leagues Forum (WLF), which represents 44 national professional football leagues comprising some 1,100 clubs, and the International Federation of Professional Footballers (FIFPRO), which represents more than 60,000 professional footballers as employees in the international football industry through 66 national player unions in Africa, the Americas, Asia, Europe and Oceania, have signed a cooperation agreement in order to develop more sustainable and effective professional football governance by collaborating on a wide range of issues.

In this "Global Labour Agreement" (GLA), the two parties commit to promoting and protecting the basic principles of collective industrial relations between the representatives of employers and employees. It also creates a new international bargaining framework between the FIFPRO and the WLF to enable them to address key matters at the international level that directly affect employment relations between clubs and players, and to actively pursue equitable representation in international decision-making.

The WLF and the FIFPRO will appoint their representatives for the GLA Executive Board that will be in charge of establishing a work plan.

Under this agreement, the ILO may be asked to provide expert advice in areas where it has expertise, including implementation of the agreement.
