Cross-border social dialogue processes and initiatives have proliferated in response to deepening globalization and regional integration, thereby creating opportunities to promote decent work and sound labour-management relations, in a cross-border context.
In 2019, the ILO organized a Tripartite Meeting of Experts on Cross-border Social Dialogue.
The experts examined contemporary experiences of cross-border social dialogue, as well as the related challenges and trends. The conclusions adopted by the experts were endorsed by the ILO Governing Body, which mandated the Office, inter alia, to establish a single and user-friendly ILO repository of knowledge on cross- border social dialogue, including an up-to-date database on transnational company agreements. In response to this request, the repository aims to collect and disseminate on a systematic basis public and private processes and initiatives that provide opportunities for governments and representatives of employers and workers to engage in cross-border social dialogue.

How to navigate the repository
The present repository of knowledge contains information organised under four broad categories of initiatives that generate cross-border social dialogue: 1. Multilateral instruments; 2. Regional economic communities, bilateral and multilateral trade agreements and interregional groupings; 3. Transnational company agreements; 4. Corporate Social responsibility (CSR) and Responsible Business Conduct (RBC) initiatives. The examples contained in the repository illustrate different facets of cross-border social dialogue, notably key processes and initiatives in this area. The above categorisation is a practical way to organise knowledge on cross-border social dialogue initiatives and processes in a user-friendly way. However, many of the initiatives and processed contained under the four categories are interconnected and should be understood by the user as such.
